Intermittently reachable is a polite euphemism meaning Snowflake has seriously f*cked up the IAFF webserver hosting.

For example: "(Editor's note: Serin's site was intermittently reachable Monday.)".[1] Intermittent reachability often coincides with sweet media coverage.
