The pied piper of financial ruin is a nickname given to serial fraudster Casey Serin.

The phrase was first used by commenter Pelegirl on IAFF, discussing Serin's ridiculous "condom hat":

That is the lamest hat I have ever seen. You look like the pied piper of financial ruin.[1]

The sheer appropriateness of the phrase struck an immediate chord with Haterz™, with one commenter noting that "I think we may have the movie title."[2]
